    Public works are a broad category of infrastructure projects, financed and constructed by the government, for recreational, employment, and health and safety uses in the greater community. They include public buildings (municipal buildings, schools, and hospitals), transport infrastructure (roads, railroads, bridges, pipelines, canals, ports, and airports), public spaces (public squares, parks, and beaches), public services (water supply and treatment, sewage treatment, electrical grid, and dams), and other, usually long-term, physical assets and facilities. Though often interchangeable with public infrastructure and public capital, public works does not necessarily carry an economic component, thereby being a broader term. Public works has been encouraged since antiquity. For example, the Roman emperor Nero encouraged the construction of various infrastructure projects during widespread deflation.

    公共事業(こうきょうじぎょう)とは、中央政府や地方公共団体が、市場によっては適切な量の供給が望みにくい財・サービスを提供する事業のこと。英語ではPublic Worksといわれるが、イギリスでは産業革命の進行とともにが政府の認可のうえで事業を行ったのに対して、それ以外の西欧諸国や植民地では政府主導で公共事業整備が行われた。公共投資(こうきょうとうし、英: Public Investment)ともいう。一般には、サービス主眼の公益事業と区別される。
