- The Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific and Cultural Organization (UNESCO) was established in 1960 based on the recognition that Òthe ocean...exerts a profound influence on mankind and even on all forms of life on earth. Many aspects of oceanic investigations present far too formidable a task to be undertaken by any one nation or even a few nations". The purpose of the IOC is to expand our knowledge and improve our capabilities through commitment to oceanographic research, systematic ocean observations, technology development and transfer, and related education and training. The IOC consists of its Member States (125 countries), an Assembly, an Executive Council and a Secretariat. The Secretariat is based in Paris, France. Additionally the IOC has a number of Subsidiary Bodies. Each country has one seat in the Assembly which meet once every two years.
